En tal sentido, le agradezco altamente que solicite a la Sala de Cuestiones Preliminares de la CPI, la autorización para iniciar dicha investigación que depure tales responsabilidades, y requiera a la mayor brevedad posible tanto a la OEA como a INTERPOL, el contenido de las citadas pruebas, videos, ordenadores y soportes informáticos.

Your Excellency, Mr. Ocampo:
Considering the claim presented by the government of the Republic of Colombia, through its Ambassador, Mr. Luis Alfonso Hoyos in an Extraordinary Meeting of the Organization of American States (OAS) held in Washington, last Thursday, July 22nd in which evidence that demonstrate the presence of the terrorist group FARC in Venezuela, without any denial or rejection of this accusation from Mr. Hugo Chavez’s government;
Considering, also, the result of the report presented by INTERPOL about the computers and software platforms found on March 1st, 2008 as belonging to the Colombian guerrilla leader Raul Reyes; which provides serious and grave indications that could implicate the criminal involvement of Venezuelan President, Mr. Hugo Chavez as an alleged contributor to the terrorist organization FARC;
Considering additionally that the Organization of American States (OAS) lacks jurisdictional functions to investigate and prosecute a chief of state; and that this criminal investigation could not be carried out by any national jurisdiction; and that only the complementary jurisdiction of the International Criminal Court, with the intervention of its Prosecutor, is entitled to such proceedings, according to the dispositions in the Roma Statue in its article number 13;
I would like to express my support for the petition filed by the International Campaign, “Bring Chavez to Justice” on March 17, 2008, and subscribed by over 60 non governmental organizations, through the Democratic Platform of Venezuelans in Madrid and the Ibero-American Front for Freedom, identified with the Number: OTP-CR 132/08 with the objective of having the prosecution initiate an investigation about the content of the aforementioned document and evidence submitted by the Colombian government to the OAS, as well as those that were found in the computers seized from the guerrilla leader Raul Reyes in aims to establish whether Hugo Chavez bears any criminal responsibility for his contribution, cooperation, provision of funds and possible accomplice to the terrorist group FARC, a terrorist organization linked to drug trafficking, guilty of having committed grave crimes against humanity and against the people of Colombia and Venezuela.
In this sense, I would appreciate your diligence in requesting the authorization from the Pre-Trial Division of this Court to initiate the aforementioned investigation, and to request to the OAS and INTERPOL the submission of all the cited evidence as soon as possible.
